This collection documents the personal and professional life of Wilmer Amina Carter, former Assembly member representing the 62nd District in the California Assembly and retired Board member of the Rialto Unified School District. The collection primarily consists of vertical files (e.g., press clippings, computer printouts, fliers, newsletters, documents, and photographs) created and maintained by Carter documenting her life and involvement in the Inland Empire’s Black community.

Collection Scope and Content Summary The collection contains 1,610 black-and-white negatives, mostly 4x5-inch, taken in California and Mexico by Charley Clayton Howe between 1947 and 1972. Howe joined the Archaeological Survey Association of Southern California, Inc (ASA) in 1948 and in 1975 donated the negatives to the ASA.
